Position Summary
The City of Saint Paul is seeking a Public Works Operations and Maintenance Engineering Senior Manager (City Engineer) to provide strategic leadership and operational oversight for critical public infrastructure systems and maintenance operations. This executive leadership role oversees multiple divisions, including Street Maintenance, Sewer Utility, Bridge Maintenance, Engineering and Inspections, Safety and Facilities, and the City’s Asphalt Plant. The position plays a vital role in ensuring safe, reliable, and efficient public works services while leading innovation, regulatory compliance, infrastructure improvements, and operational excellence across Saint Paul’s extensive transportation and utility networks.
Key Responsibilities
• Provide leadership and oversight for Street Maintenance, Sewer Utility, Bridge Maintenance, Engineering and Inspections, Safety and Facilities, and Asphalt Plant operations.
• Manage maintenance and operations of streets, bridges, sidewalks, bike paths, and sewer infrastructure.
• Lead strategic initiatives to improve snow operations, paving programs, maintenance practices, budgeting, and cost accounting.
• Oversee storm and sanitary sewer engineering, planning, modeling, maintenance, and regulatory compliance.
• Coordinate with federal, state, county, and local agencies on infrastructure projects and maintenance agreements.
• Guide operational improvements and innovation across public works functions.
• Develop staff capacity, workforce effectiveness, and leadership development initiatives.
• Promote equity, inclusion, and community-focused service delivery.
• Ensure compliance with safety, environmental, and regulatory requirements.
• Manage large-scale public infrastructure programs and operational budgets.
• Deliver presentations and collaborate with stakeholders, government partners, and community organizations.
Qualifications & Requirements
• Licensed Professional Engineer (PE) in the State of Minnesota.
• Four years of experience as an Assistant City Engineer, Civil Engineer IV, or equivalent.
• Strong leadership and management experience overseeing complex engineering and public works operations.
• Experience managing field operations, maintenance programs, and infrastructure systems.
• Knowledge of municipal engineering, public works operations, and regulatory compliance.
• Strong budgeting, financial management, and cost accounting experience.
• Excellent communication, presentation, and stakeholder engagement skills.
• Ability to integrate equity and inclusion principles into departmental planning and operations.
• Proven ability to lead large teams and manage multiple priorities simultaneously.
