About the Role

The City of Saint Paul’s Office of Neighborhood Safety (ONS) is seeking a Neighborhood Safety Community Council Manager to serve as the primary liaison between the City and community organizations receiving ONS funding. This position combines project management, community engagement, grant administration, and partnership development to support neighborhood safety initiatives throughout Saint Paul.

Key Responsibilities

• Serve as the primary liaison between the Office of Neighborhood Safety and contracted community organizations.
• Coordinate and support Neighborhood Safety Community Council (NSCC) meetings and grant-making activities.
• Train, support, and evaluate ONS-funded partners and contracted personnel.
• Assist Project PEACE and Familiar Faces program managers in identifying community service needs and partner agencies.
• Build relationships with neighborhood groups, community-based organizations, and residents.
• Help resolve community concerns by coordinating with City departments and stakeholders.
• Provide technical assistance to organizations participating in ONS programs.
• Assist with contract administration, grant management, and funding processes.
• Support development of the annual community-based organization (CBO) funding budget.
• Prepare planning documents, progress reports, and program evaluations.
• Lead community outreach efforts and support implementation of City-directed neighborhood safety initiatives.

Qualifications

Required

• Bachelor’s degree in Public Administration, Public Policy, Education, Urban Planning, Information Systems, Management, Business Management, or a related field and six years of relevant experiencein areas such as:
  • Project management
  • Strategic planning
  • Grant development and administration
  • Contract administration
  • Financial or cost analysis
  • Research and analytical services
• A combination of education and experience totaling 10 years may substitute for the degree requirement.
• A Master’s degree may substitute for two years of experience.
• Four years of qualifying experience may substitute for a bachelor’s degree.
• Valid Minnesota Class D driver’s license (or equivalent).
