Position Summary
Ramsey County Health & Wellness is seeking a Management Analyst Principal to serve as a Random Moment Time Study (RMTS) Data Analyst. This position plays a critical role in analyzing RMTS data, identifying trends and variances, and providing actionable insights that support cost allocation, financial reporting, compliance requirements, and strategic decision-making. The role combines advanced data analysis, business process improvement, project management, and reporting responsibilities while working closely with leadership and cross-functional teams. This is an excellent opportunity for an experienced analyst who enjoys transforming complex data into meaningful recommendations that improve organizational effectiveness.
Key Responsibilities
• Analyze Random Moment Time Study (RMTS) results and develop actionable insights.
• Conduct trend analysis, variance analysis, and quarterly reporting.
• Create reports, dashboards, and data solutions that support financial and operational decision-making.
• Supervise and coordinate large departmental and interdepartmental management analysis projects.
• Evaluate business processes and identify opportunities for improvement.
• Design methods for information transfer, reporting, and data management.
• Build, modify, and maintain reports using query tools and data systems.
• Lead Management Analysts on major systems and process improvement projects.
• Oversee testing, implementation, and evaluation of systems and reporting solutions.
• Develop training materials, user guides, and process documentation.
• Manage software access and application permissions for departmental users.
• Present findings and recommendations to leadership and stakeholders.
• Promote a diverse, equitable, and culturally responsive workplace.
Qualifications & Requirements
• Bachelor’s degree in Public Administration, Business Administration, Business Management, Management Information Systems, or a related field.
• Five years of management analysis, data analysis, or related analytical experience.
• Strong analytical, reporting, and problem-solving skills.
• Experience interpreting complex data and communicating findings clearly.
• Ability to manage multiple projects and priorities simultaneously.
• Experience with business process analysis and systems improvement.
• Strong written, verbal, and presentation skills.
• Ability to lead project teams and coordinate cross-functional initiatives.
• Valid Class D driver’s license may be required depending on assignment.
Preferred Skills
• Data mining and reporting experience.
• Experience developing dashboards and data visualization tools.
• Financial reporting and compliance analysis experience.
• Process improvement and systems implementation experience.
• Experience supervising or leading analytical project teams.
