Compensation: $97,761.87 - $146,642.80 annually
Position Summary
Ramsey County Human Resources is seeking an experienced IS Business Analyst Principal (HRIS Analyst) to serve as a senior-level HR technology expert supporting enterprise Human Capital Management (HCM) systems. This position plays a key role in managing and optimizing HR technology platforms, including Workday, PeopleSoft, UKG Workforce Management Pro, Cornerstone Learning Management System, and NeoGov modules. The ideal candidate will provide both technical and functional leadership, supporting system administration, reporting, integrations, security, configuration, testing, troubleshooting, and continuous improvement initiatives across the county’s HR technology ecosystem.
This position offers an opportunity to lead complex HRIS projects, collaborate with cross-functional stakeholders, and drive innovative technology solutions that improve workforce operations and organizational effectiveness.
Key Responsibilities
• Serve as a senior HRIS analyst and administrator for Workday and other HR technology platforms.
• Support system configuration, security administration, reporting, integrations, testing, and production support.
• Maintain and support legacy PeopleSoft systems during ongoing transitions and operational needs.
• Analyze business processes and identify opportunities for automation and efficiency improvements.
• Lead business process redesign, workflow analysis, and fit-gap assessments.
• Coordinate complex HR technology and business process projects from planning through implementation.
• Gather, analyze, and document business and system requirements.
• Manage project timelines, priorities, risks, and stakeholder communications.
• Lead testing, validation, and deployment of system enhancements and upgrades.
• Develop long-term technology strategies aligned with organizational objectives.
• Serve as a liaison between Human Resources, Information Services, vendors, and business stakeholders.
• Mentor and support less experienced business analysts.
• Provide recommendations on technology solutions that improve operational effectiveness.
Qualifications & Requirements
• Bachelor’s degree required.
• Seven years of experience as a business analyst, systems analyst, functional analyst, or related information technology professional.
• Strong experience supporting enterprise HRIS or HCM platforms.
• Knowledge of systems development lifecycle methodologies and project management practices.
• Experience leading complex technology implementations and business process improvement initiatives.
• Strong analytical, problem-solving, and documentation skills.
• Ability to manage multiple priorities and large-scale projects simultaneously.
• Excellent communication and stakeholder relationship management skills.
Preferred Experience
• Workday administration and configuration experience.
• Experience supporting PeopleSoft environments.
• Knowledge of UKG Workforce Management Pro, Cornerstone LMS, and NeoGov solutions.
• HRIS security, integrations, reporting, and data management expertise.
• Experience with change management and organizational transformation projects.
• Public sector or government technology experience.
