Position Overview

The Minnesota Department of Human Services is seeking a Health Care Eligibility Policy Analyst to help shape and implement eligibility policies for Minnesota Health Care Programs (MHCP), including Medical Assistance (Minnesota’s Medicaid program), MinnesotaCare, and the Minnesota Family Planning Program. This role plays a critical part in ensuring Minnesotans have access to essential health care coverage by analyzing complex state and federal regulations, developing policy guidance, and supporting successful policy implementation across agencies and stakeholders. The ideal candidate enjoys translating complex policy into practical solutions, collaborating across teams, and contributing to programs that strengthen public health and human services throughout Minnesota.

Qualifications & Requirements

  • Experience in health policy, public policy, public administration, public health, law, research, or benefits eligibility programs
  • Strong analytical and critical thinking skills
  • Experience interpreting laws, regulations, policies, and guidance documents
  • Ability to conduct research and evaluate policy impacts
  • Excellent written and verbal communication skills
  • Experience developing policy documents, guidance materials, reports, or training resources
  • Ability to communicate complex information to diverse audiences
  • Experience collaborating with multiple stakeholders and cross-functional teams
  • Strong organizational and project management skills

Preferred Qualifications

  • Experience with Medicaid eligibility policy and public health programs
  • Experience leading policy initiatives or implementation projects
  • Knowledge of Minnesota Health Care Programs (MHCP)
  • Experience creating presentations and training materials
  • Familiarity with eligibility systems such as METS, MAXIS, or MMIS
  • Experience working with government agencies, counties, Tribal governments, or community organizations
  • Background in public benefits administration or eligibility determination

Key Responsibilities

  • Analyze federal and state laws governing health care eligibility programs
  • Develop, implement, and maintain eligibility policies and guidance
  • Update the Eligibility Policy Manual and create policy communications
  • Research emerging policy issues and legislative changes
  • Respond to policy questions from agencies, counties, Tribal governments, and stakeholders
  • Participate in policy implementation and system improvement initiatives
  • Collaborate with legal, operational, program, and technology teams
  • Develop recommendations to support policy compliance and program effectiveness
  • Communicate policy changes and requirements to various audiences
