About the Role

The City of Saint Paul’s Department of Human Rights and Equal Economic Opportunity (HREEO) is seeking a Deputy Director of Human Rights and Labor Standards to help ensure City services, programs, and operations remain fair, accessible, and compliant with local, state, and federal requirements. This leadership position oversees policy development, compliance initiatives, governance strategies, and partnerships that support equitable service delivery across the City.

Key Responsibilities

  • Lead the development and implementation of citywide compliance, governance, and policy initiatives.
  • Advise executive leadership on regulatory changes, compliance risks, and operational impacts.
  • Develop performance metrics, dashboards, and reporting tools to monitor compliance and organizational outcomes.
  • Lead cross-departmental initiatives that improve accountability, consistency, and operational effectiveness.
  • Oversee compliance with federal, state, local, contractual, and City regulations.
  • Maintain expertise on evolving laws, regulations, and best practices affecting City operations.
  • Build and maintain partnerships with the Mayor’s Office, City Council, City departments, community organizations, businesses, and external agencies.
  • Collaborate with the City Attorney’s Office on governance and compliance matters.

Qualifications

Required

  • Bachelor’s degree in Public Administration, Business Administration, Human Rights, or a related field.
  • Four years of experience in one or more of the following:
    • Human rights enforcement
    • Contract analysis and procurement
    • Contract monitoring
    • Investigations and enforcement
    • Capacity building
  • At least one year of supervisory experience.
  • Relevant experience may substitute for education (two years of experience for one year of education).
