Compensation: $74,290.99 - $111,436.48 annually
Position Summary
Ramsey County is seeking a Data Practices Officer to join its Compliance and Ethics Office. This position serves as the countywide lead for data practices administration, ensuring compliance with the Minnesota Government Data Practices Act (MGDPA) and related regulations. The role coordinates, standardizes, implements, and monitors countywide data practices while providing guidance, training, and support across departments.
The ideal candidate will have experience in data privacy, records management, information governance, compliance, or related fields, along with strong analytical, communication, and project management skills.
Key Responsibilities
• Design and implement policies and procedures to ensure compliance with the Minnesota Government Data Practices Act and applicable regulations.
• Conduct research and provide guidance regarding data privacy laws, public records requirements, and information management practices.
• Manage and coordinate complex, sensitive, and cross-departmental data requests.
• Collaborate with county leadership, the County Attorney’s Office, Communications and Public Relations, and other stakeholders to ensure proper data practices administration.
• Develop and maintain countywide training programs related to data practices and records requests.
• Serve as the subject matter expert (SME) for data practices management systems and tools.
• Support countywide projects and initiatives involving data governance, compliance, and information management.
• Promote consistent and compliant handling of public data requests across county departments.
Qualifications & Requirements
• Bachelor’s degree in Risk Management, Compliance, Communications, English, Business Administration, Public Policy, Public Administration, Information Management, or a related field.
• Four years of professional experience in:
- Data practices administration
- Data privacy or information governance
- Records management
- Technology applications
- Digital services
- FOIA or public records administration
- Related compliance or information management fields
• Equivalent combinations of education and experience may be considered.
Preferred Skills
• Knowledge of the Minnesota Government Data Practices Act (MGDPA).
• Experience handling public records requests and data privacy compliance.
• Strong policy development and implementation skills.
• Excellent written and verbal communication abilities.
• Experience delivering training and educational programs.
• Ability to manage sensitive information and complex stakeholder relationships.
• Strong project management and organizational skills.
• Experience with records management systems and information governance tools.
